A guide for Low Volume Consuming Countries – Hydrochlorofluorocarbons (HCFCs) are being phased out worldwide under the Montreal Protocol on Substances that Deplete the Ozone Layer. The Parties to this treaty encouraged countries to promote the selection of alternatives to HCFCs that minimise environmental impacts, in particular impacts on climate. The Protocol’s Multilateral Fund encourages developing countries to explore potential financial incentives and opportunities for additional resources to maximise the environmental benefits from HCFC Phase out Management Plans (HPMPs). This booklet explains how Ozone Officers in low volume consuming countries can explore such opportunities for climate co-benefits.
