Training of technicians at the vocational training institution – “Kigali Amendment and Alternatives to HCFCs and high GWP HFCs”
April 23, 2025The National Ozone Unit, in collaboration with UNIDO, held the National Conference “KIGALI AMENDMENT – Supporting Albanian Industry for Climate” on 9–10 November 2023 in Tirana. This conference was of particular importance for the implementation of the obligations arising from the Kigali Amendment to the Montreal Protocol for Albania. It addressed key topics, including:
- The Kigali Amendment and the HFC Phase-down Implementation Plan for Albania (KIP);
- New legislation on fluorinated greenhouse gases and its alignment with EU legislation;
- Policies and regulatory measures promoting energy efficiency in Albania and in other countries of the region;
- The refrigeration and air conditioning sector in Albania – trends, opportunities, and challenges related to the adoption of low-GWP alternatives;
- Training and certification schemes – the European framework and proposals for implementing a similar scheme in Albania.
Participants in this conference included representatives from UNIDO, UNEP, the National Ozone Unit, the Ministry of Tourism and Environment, as well as consultants from the refrigeration and air conditioning sector (from Albania and the region), private companies, professional associations of refrigeration technicians from Albania and neighboring countries, professors and lecturers from both public and private universities, teachers and trainers from vocational schools, students, and others.
An Award Ceremony was also held during the conference to recognize Albanian technicians certified under the EU F-gas Regulation, in collaboration with “Centro Studi Galileo”, Italy, and the “Professional College of Tirana”. This ceremony highlighted the commitment to developing a skilled and certified workforce in the RAC sector in line with European standards.
