The National Ozone Unit (NOU) of Albania was established in 2003 to oversee the implementation of the country’s obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer. Operating under the Ministry of Tourism and Environment, the NOU serves as the focal point for coordinating national efforts to phase out ozone-depleting substances (ODS) and promote sustainable, climate-friendly alternatives. Through policy development, enforcement, and stakeholder engagement, the NOU ensures that Albania remains fully compliant with its international commitments while supporting the transition to environmentally responsible technologies.
Our work extends beyond regulatory compliance, focusing on capacity building, awareness raising, and technological advancement. We collaborate closely with government agencies, industry professionals, educational institutions, and international partners, including UNEP and UNIDO, to develop and implement effective strategies for ozone protection. From training refrigeration and air-conditioning (RAC) technicians in alternative refrigerants to strengthening border controls against illegal ODS trade, the NOU plays a vital role in safeguarding both the environment and public health.
As Albania advances its efforts under the Kigali Amendment, the NOU is committed to leading the transition away from hydrofluorocarbons (HFCs) toward sustainable cooling solutions with lower global warming potential. By fostering innovation and supporting the adoption of energy-efficient technologies, we contribute not only to the recovery of the ozone layer but also to climate change mitigation. Our mission is to build a greener, more sustainable future for Albania while fulfilling our international responsibilities in protecting the ozone layer.
